This has nothing to do with SSBB.
How do I play Animal Crossing City Folk without having to patch my Wii? And, if I skip the patch once, is it skipped permenantly?

Gecko OS would allow you to boot it and bypass the update.
Depending on what the update does... this may or may not interfere with what features you can use. So... might be necessary to install the updates manually in this case --- which requires obtaining the wads...
Uhh... partial updaters (such as the old IOS51 and Shop Channel) can sometimes be found on WiiBrew which accomplish this. --- A new version of Gecko OS (unreleased as of yet, still early beta) is able to selectively install updates from disk.
A lot of people hate the place the the idiots / spammers / pirates... but gbatemp can actually be quite helpful for update bypassing / partial updating. --- Search their wii forums (keyword ACCF, animal crossing, etc) and you are likely to find a topic explaining how to do this. (Of course, with any sort of installation... there is a risk --- this applies to doing it officially as well)
