I want toon link without the hat, is this possible? Ive seen an Ike without bandanna and a cape, so is this possible?

No.
Certain objects have transparency built in, such as the cape and bandanna you mentioned; removal of such objects is possible by making them completely transparent. Why this works? Laziness of the developers on not limiting the transparent region outside of the texture file or maybe hard coded limitations in their modeling program, dunno.
But... really the best way to figure it out is to test it yourself. (And with the SD loader method, that is a lot easier than it used to be) --- As far as transparency goes... Zelda / Samus has the most which can be removed --- although... you might end up leaving holes in them by doing too much.

Wait wth why are people editing with this photoshop is way easier but then again some characters you just cant tell what picture gos to what part of its body

yeah hes right i edit the textures in photoshop, very poorly btw, and then i view it in 3ds max to see what it looks like before i put it in game
