When I try to convert one of my tcs files to a tpl file using TexConv, I'm getting the error:
ImNew: no alpha layer in file [insert long filepath here] for image 0
What did I do wrong?

In short... you have no alpha layer (transparency). Although not all textures use any... all non +1/+2 textures require one.
In gimp you would right click on your layer and click "Add alpha channel". Don't know about photoshop though, maybe it would be under the Image menu?
Anyway... if you first extracted your textures using ASH 2.0 or later... the images should have this by default.
