This is a funny one, even in my experience. Simple yet annoying.
I was moving some of my Lucas textures around to different PAC slots, and of course I moved there CSP's to different slots as well. It's a process I've done a hundred times to other characters, and afterward I simply rebuild common5 with step_2.bat.
This time, however it notified me that "lucas" had too many colors and refused to rebuild. Note that these are the same files, just moved to different slots. In fact, only one file has actually been renamed so far. From lucas5_big.tga to lucas4_big.tga.
Also note that these same files have been recompiled every single time I've added a CSP.
This is an insanely annoying roadblock to hit, especially with something so simple. Help is greatly appreciated.

Why not just reindex to a few less colors? I remember my Melee Falco gave me this problem, so I reduced the colors a bit (Like 2 or 3 colors down).

I tried. No change. Heck I even went back and replaced my Lucas CSP's with a previous, working backup. Still rejected. There's got to be something screwy somewhere. Maybe with the folder properties? Who knows.
EDIT: Problem solved, but I have no idea how to go about fixing it. As soon as I hit or go over 155 CSP's in the folder, cupash stops accepting them, picking a random character and telling me that that character "is too big."
Does anyone have any idea how to fix this? If 155 is the limit, that is way under what I wanted to do with my textures.

Hm... Maybe it's because it adds up the amound of colors of all portraits, and that it goes over Brawl's combined portrait color limite. I have at least 130 CSPs, I will see what happens when I hit 155.
