:-[I feel like such a noob... Where do put CSPs to use them in the SD loader, and are they supposed to be .tga files?

you put the main files in the pf folder and the tgas in the character folder. review the video guide next time.

:-[I feel like such a noob... Where do put CSPs to use them in the SD loader, and are they supposed to be .tga files? You need to use CUPASH in order to create your portraits. Brawl can't read TarGA (.tga) images.

... Download CUPASH (Not ASH; I believe the dl can be found in the noob guide a few topics above this one). Extract it to a clean path C:/portrait
Make sure you have a common5_en.pac in the neededfiles folder (And inface files for small portraits). Make sure you also have the TexConv, AND NTcompress in the portrait folder.
Run step1_extract, and wait. Now place your TGAs you've downloaded in the newfiles folder. Run step2_create, and wait.
Go to your newfiles folder, and drag the three new folder made to your SD card.Delete _en in the common5_en.pac in the system folder, and go into info, and delete the periods in the inface files, not the period before their extension.
