I followed the guide down to everything. I have an ISO. The game loads but it ALWAYS freezes when I try to load my modifications. Y?!
All The files I needed to make are made. The files I needed to replace in the ISO are rightfully replaced. I just can't figure out y?

As a check, when you create your .pac, try extracting everything from it again (in a different folder)
If that extracts ALL the textures how they are supposed to be, then it should be OK, and indicates that the problem is with your PCS conversion. If it doesn't do it correctly the error is in hexing/TPL conversion.
(You can try reconverting your TPL's as you convert them, to check, but that's a bit time-consuming)

I did the reconverting thing. They where all the same size as their originals and when i did the Hex editing part everything was the right size. But i just checked to see if I could extract from it and I can't even get the new textures out.

You can't get the textures out because you modified the .pac file deleting the first 4 bytes, that makes it unreadable for SSBExtract. The problem is likely to be on the hexing, are you sure you skipped the fist 4 lines?

Every time i skipped em. Counted and made sure of it.
Ok so SSB extract...that makes sense.

When I make my PCS I keep my original PAC (with the 4 bytes intact) so I can replace that too (for completeness)
If you think that is why it doesn't work, try putting the 4 bytes back in, and then see if it extracts...
