Can paint.net do +1 or +2 textures? I really wanted to know cause this is what I use for all of my textures I make. If not, what program besides PS can?

Paint.net doesn't
GIMP does.
But... if you use anything other than photoshop, expect some difficulties. (Indexed eye textures, ganondorfs hands, most of Wario)

You should also keep note that you may experience some issues with the +1 and +2 textures if they require less than 256 colors.
If any of those textures require a maximum of 256 colors, you should be fine. However, I have run into trouble with the ones that use less colors. Especially some of Sonic's +2 textures, where I got an error stating that the texture has erroneous colors.
