You can do it with Photoshop, and it is simple, even with the newest version. Just torrent it, whatever. You can still edit your textures in pain.net, save as png, then open in photoshop and index. In order to index, you must go to Image>Mode> Indexed image.

For pallets, use Local (Perceptual), make sure its forced black and white, and that the transparency box is checked OFF

Turn the diffusion to 75% (to make the image look better) and preserve exact colors, to make sure it preserves the 255,0,255 of transparency.

+2's... DAMN THEM TO HELL!

Not willing to do them... but willing to help with GIMP.

First off... GIMP will NOT WORK WITH ASH FOR +2's... unless you are using my modified version.

(My modified version does not work with small pallets --- most iris files will FAIL, either need photoshop or... manual indexing x.x)

Second off, in gimp...

To index: Image window > Image > Mode > Indexed : Select max colors : Convert
(I think best results occur if "color dithering" is set to none / unchecked)

Mess with Pallet directly (already indexed): Image Window > Windows > Dockable Dialogs > Colormap

The problem I have with GIMP is not the indexation ... it's the software itself ! I cannot do a single thing that I did in Paint.NET.
(And if it doesn't work for Irises, I think I won't even try >_>)

So, The only solution I have is Photoshop ... ok, I'll search for some torrents ... pfff.

Edit : And now, it's 3Ds Max which refuses to reinstall ... what a day.

FINALLY ! Got Photoshop working, finalized my +2 textures (it wasn't that bad ^_^) and my second texture is working !

This guy never had his name mentionned, but the official website refers to him as [database error] (see the "Who is this guy?" link).
However, despite his minor role, he's well-known for his goofy behaviour and as the autor of what is probably the best and most famous quote in the entire comic : In the name of Meaningless Battle !
