Ok, this is coming from a hacker, so don't take this the wrong way, I'm not trying to be mean.
If I were you guys I would just drop this, now. There is not enough data to "finish" these characters, you would have to spend large amounts of time RE'ing the formats that the data is held in(its not all textures..) and secondly the amount of code you would have to rewrite(in pure ASM, no nice high level C code) would be very large.
We(some notable brawl hackers, phantom wings, YS, myself, and some others) have already looked into this.
It's simply not possible, while you probably will just ignore what I am saying, at least take this into account.

I've already finished most of what you just stated. I've spent the past five months transelating datum and coding! I've even had to translate coding of Melee for Brawl!

This is a waste of time, do you even own a USB gecko? And when I say code I don't mean shit like textures and models, I mean the games actually code. You can't just throw a texture and a model on the disc and hope it runs, and what are you supposed to do about animations and move sets?
