I should probably mention that Adobe Photoshop CS3 does not support TarGA images. You have to use Adobe Photoshop CS4 if you want to edit TarGA images.

I then tried the free download for Adobe Photoshop CS4, which actually supported TarGA images.

I've been able to index the indexed textures with relative ease with CS4, and I can even save images as TarGA images. That's something that CS3 is not capable of doing when I tried that out.

I do all my transparency stuff in PS7 and then i put it in CS3 and do all my tga editing and SAVING there. It works just fine, why would they just magically take out tga support? PS is the most used 2d graphically used thing ever and tga is one of there most common formats. That would be like taking out jpeg and png support.

Apparently, the last time I downloaded Photoshop CS3, I got hold of a faulty one that couldn't read all image types; TarGA images being one of them.
However, the risk of trojan horses still bothers me about CS3, so I'll still be relying on CS4 for working on indexed textures.
I should've double checked everything before I started posting complaints. Anyway, I'm terribly sorry about starting this argument.

Is there any way to edit a texture with just a pcs file? I heard there was a pcs->pac converter, but I can't find it Q_Q.
